the other (an Indian) has under 2 years' service and is draw-
ing $60 a month. The minimum increase in the salaries of the
officers in class (a) who have had no increases since 1895 is $95 a year; in one case the increase has been $840; in an- other $703;in 5 cases the increase has been $360; in one case $240 and in the remaining cases $120.I submit then that of- ficers in class (a) have no claim at all to increase of sa-
lary.

In (b) class, out of 11 men, 5 have received no increase since 1895; the others have received the following increases, viz., one $720;one $480;one $320; one $240; two $120.
Of the 5 in this class who have received no increase of pay since 1895,one draws $80 a month as Clerk & Usher in the Supreme Court and has an easy billet; to increase his pay substantially would be to give him a larger salary than the officer next above him in rank and would be going far beyond the salary of $600 to $720 a year deemed by the Retrench- ment Committee to be adequate for the post. Another officer with 8 years' service who has had no increase draws however a fair salary of $144 a month, as against a salary of $1000 to $1500 a year assigned to the post by the Retrenchment Commit- tee. The three others in class (b) draw $50, $46 & $48 respec- tively after 6,7 and 8 years' service. Of these 3 one only has had no increase since he joined in 1891 whereas the other two
